Cemil Müjdat Altay, after his graduation from Istanbul Technical University, Department of Electronics and Communications, has completed his master's degree at Boğaziçi (Bosphorus) University. Altay has started his career at TÜBİTAK and then in 1981, has joined Netaş as an R&D Engineer. During his term of service in R&D, he has led the development of original home products. He has pioneered the first software export of Türkiye in 1992.

When appointed as the CEO of Netaş in 2004, Altay aimed for the company to achieve the identity of a "system integrator with a strong R&D structure". Accordingly, he has steered into the establishment of the worldwide Center of Excellence for VoIP technologies at Netaş. After the acquisition of Nortel shares in Netaş by OEP in 2011, Altay has initiated the period of structural change in the company. Under the management of Altay, Netaş has won and taken comprehensive system integration projects in the country, such as E-Ticket, Fatih, AFAD software, Segbis, Istanbul New Airport, and has undersigned digital transformation projects accomplished in finance, sports, entertainment, defense industry, transportation, health, education, public and private sector institutions. With the digital transformation projects he had won abroad, he has provided technology exports of over 600 million USD during his term of Office as the CEO. In 2009, when the 3G licenses have been granted in Türkiye, he has started the 4G studies with the own resources of Netaş and by producing the prototype of the first domestic 4G base station, has led the establishment of the ULAK consortium and the introduction of 4G technology to the country. Thus, by this means, Türkiye has become one of the first 5 countries to have 4G with its own technology.

In 2017, when Netaş has started to continue on its way with ZTE, one of the largest telecom companies in the World; Altay, has led the way in drawing the new road map of the company, and following the integration process, has left his CEO position as of January 1, 2021.

Altay has been awarded with the Honorary PhD title by the Istanbul Technical University Senate in 2020 for his contributions to the electronics and information Technologies of Türkiye.

Müjdat Altay has served as the Chairman of the Board of Directors at NetRD/Probil/BDH companies between the years of 2011-2020 and as the Vice Chairman of the Board of Directors at Kron A.Ş. between 2013-2021. Altay, currently, is an Independent Member of the Board of Directors at ATP Ticari Bilgisayar Ağı ve Elektrik Güç Kaynakları company (ATP Commercial Computer Network and Electric Power Resources) and as of July 2022, he has assumed the duty as a Board Member at the Board of Directors of Aydem Energy.
